Frances Edwards Minter Klotz, 93, of McLean, VA, and Sun City Center, FL, is survived by her children and spouses, Elizabeth Minter Winston (Sanford), Margaret Minter Hecht (Steve) and Drew Minter (James Ruff). Fran's husband, Chester, of 38 years, formerly with the Washington Redskins, predeceased her in 1978. She also survived by grandsons, Matthew Raymond Hecht and Adam Lane Hecht; and great-grand-daughters, Olivia and Maeve Hecht. She was the daughter of Daisy Espey Edwards and George Drew Edwards, and graduated from the Crystal River High School. After attending business school in Jacksonville, FL, she was a legal secretary to Fuller Warren who was later Governor of Florida. Moving to Arlington, VA, in 1941, Fran was a member of the New York Avenue Presbyterian Church where she sang in the choir and taught Sunday school. Following the war she was employed by the Office of the Secretary of Defense and then became a Congressional secretary serving six congressmen during her 25 years on Capitol Hill, the last of which was Jackson E. Betts of Ohio. In the early 1960s, Fran joined the Little Falls Presbyterian Church where she sang in the choir for many years. She was also an active member of the Williamsburg Women's Club and an avid traveler, bridge player and golfer. In 1979, Fran began dividing her year between McLean and Sun City Center. She married John W. Klotz in 1996 and lived in Sun City Center with him until 2008. A longtime member of P.E.O. Sisterhood, a philanthropic educational organization, committed to helping women reach their educational goals, Fran was active in two chapters, Chapter E, Washington, D.C., and later Chapter DM, Sarasota, Fla. Interment at National Memorial Park in Falls Church, VA.
